This is regarding the United States Amazon, not any of the foreign Amazon websites.

It looks like you can. On the FAQ:
“When you buy a new, refurbished, used, or collectible item from Amazon Marketplace, you pay that seller immediately, online, using Amazon Payments. To do this you must pay with a credit card or an **Amazon.com gift certificate**.”
Assuming, of course, that an Amazon.com Gift Certificate is the same as an Amazon.com e-Gift Card.
